Synchronizes the articles of a knowledge base into the chatbot's policies and returns the affected articles.
New articles are created in READY_TO_INGEST status: they are not used by the AI agent until they are
ingested or enabled. Existing policies get the updated article content; their status, segments, regions
and tags are kept. Policies of articles removed from the knowledge base are deleted.
